BRIEF INTRODUCTION

·DEDA, a comprehensive economic development area was established in June 1992 by approval of Tianjin Municipal Government mainly for industrial project, and meanwhile part of DEDA for commercial use.

·The total planning area is 7 km2, till now it has been finished 3km2 and has almost been transferred。Now another 4km2 of the land is being developed，and it will be finished and be used at the end of July 2003.

TRAFFIC SITUATION

WATER CARRIAGE

The Haihe River at the south of DEDA empty it to Bohai Bay. Tianjin Port 30km away from DEDA is the biggest freight port in the north China. And the biggest container wharf is there, opening to navigation to almost 150 countries and regions and more than 300 port cities.

TRANSPORTATION by AIR

Tianjin Coastal International Airport, which can be used as both of cargo and passengers is 3.5 km away from DEDA. It is the biggest air freight center in China till now.

HIGHWAY CARRIAGE

·DEDA is beside the highway from Tianjin Downtown to Tianjin Port.

·The Beijing-Tianjin-Tanggu Expressway is away from DEDA 7km in the north.

·Near DEDA there are Jinbin Expressway, Jinshen Expressway and Shanguang Expressway passing by.

·There are several bus lines in DEDA, such as  623、830、856、806、931 etc. separately to Tianjin Downtown and Port.

TRANSPORTATION by RAIL

·Away from Tianjin East Railway Station 14km.

·The Light Railway Train from Tianjin Proper to Tianjin Port is passing by DEDA.

·Jingshang Railway from Beijing to Northeast China is away from DEDA 1km.

INFRASTRUCTURE FACILITY

·WATER SUPPLY

·The tap water is coming from Tianjin Municipal Tap Water Plant and accorded with the standard made by the State Council.

·The water pressure is 0.2MPa，the water supplying capacity is 80,000ton/day.

·DRAINAGE

·The rain water and sewage will be drained separately into different pipes. The sewage will be drained into Tianjin Sewage Treatment Plant, and the capacity of is 60,000 tons.

·POWER SUPPLY

·The source is North China Power Net。

·The transformer substation in DEDA is adopted cycle power supply by 10KV underground cable.

·The capacity of power supply: 3×20000KVA，electric power frequency is 50HZ.

· Power cut situation: 1 or 2 times annually when the power net is repaired, and enterprise in DEDA will be noticed up to 7 days in advance.

·HEATING SUPPLY

·The centralized heating will be supplied by geothermal resources in winter，and the temperature can be adjusted by the Heating Supply Center.

·HOT WATER

·Abundant geothermal water can be supplied to meet the need of the enterprises for both of bathing and production use.

·Water supply capacity：the average temperature is 65℃，water pressure 4kg/cm²

·The minimum capacity being applied is 20ton/day.

·TELECOMMUNICTION

·A program-controlled telephone bureau with an installation capacity of 40,000 has been built in DEDA. And it can provide the customers with such services such as installation of domestic or international telephone, fax and internet.

·Broad Band can be supplied by both of DEDA Telephone Bureau and Dongli Broadcasting Bureau, and the highest flux is10M to desktop.

·NATURAL GAS

·The pipe has been buried under the main roads in DEDA.

·The burning degree is 9000 kcal/ m³

·Gas supply ability:200,000m3/day，pressure is2kg/cm²

·ROAD

·The main road: 50m for breadth, eight carriageways.

·The sub-main road: 20m or 30m for breadth.

· The land is leveled off and the elevation difference between the land and the road is within ±30mm.

The part exceeding the RMB100 million will be exempt from the registration fee.

·The Bulletin Fee of Enterprise Establishment is RMB2400.

PREFERENTIAL POLICY

·PREFERENTIAL TAX POLICY GIVEN by STATE COUNCIL

（for Joint Venture, Wholly Foreign Owned Enterprises and  Contractual Sino-Foreign Enterprises）

·A production-oriented foreign-funded enterprise in DEDA pays corporation income tax at an after-reduction rate of 24%.

·A production-oriented foreign-funded enterprise of which the operational period is over 10 years is granted an exemption from income tax for the first and the second year and a reduction in income tax by half from the third to fifth year, i.e. a tax rate of 12%, commencing in the year in which the enterprise begins to make profits. In case the enterprise is high tech one, it is granted a reduction in income tax by 12% for 3 more years as long as , according to state regulations, it remains advanced-technology-oriented after the exemption-reduction period is over. In case the enterprise is export-oriented, the income tax will be levied by 10% after reduction as long as, according to state regulation, its export value of the year equals or exceeds 70% of its output value of the same year after the exemption-reduction period is over.

OTHER INCENTIVE

·The preferential Land Transfer Fee namely RMB225/m2 will be given to the high efficiency and high tech enterprises.
